Don't most modern journalists rate based on how problematic games are? i.e. 9-10 are paid reviews or socially progressive. And anything under that is varying levels of problematic or atleast not progressive enough.

Yeah, pretty much, but it completely depends on personal experience.
If you've never played a game before and you try a 2/10 game, you might enjoy it because you can't really compare it to anything else. The prime example is if you're a kid and if it's your first game.
Otherwise, as you continue playing games you also refine your tastes, which makes games of a certain level, which you might've played years ago, complete junk to you now. You're just used to a higher standard.
This also applies to genres. If you play a lot of RPGs, for instance, then you most likely won't bother with games that lack certain characteristics and mechanics that you're used to. Something that you believe that every game should have.
But if you try playing a game of a different genre, one that you normally never play, you might enjoy it even if it's really badly rated. And not just by reviewers, but the community as well. And that's simply because you don't know any better. That's about it, really.

In order for a game to get a 10 it had to get a 10 in every category. I guess they just got tired of having to lie that a game was a 10 in every regard such as with their Uncharted 3 review where they gave the game a 10 in lasting appeal when the game did not offer anything special compared to other similar 3rd person shooters (multiplayer and collectibles)

Gaming is dominated by stupid little kids who get their fee-fees hurt and get "triggered" if a game they're interested in gets anything less than a 9/10. Corrupt game journalists therefore give every significant release a 9/10 or 10/10 so that people continue buying their magazine and going to their websites.
Game reviews will never be reliable like other reviews are. Look at movie reviews; even great movies will get 7/10 scores, because these people have nothing to gain by giving the movie a score higher than what it deserves, and because people reading it are adults who understand that "7/10" doesn't mean that it's absolute fucking shit and nobody should ever watch the movie.
