The game runs on morrowind engine, gamebryo. The engine FO4 uses is over 13 year old. It only got upgraded and a new name slapped on it (disguised as creation engine with skyrim)
Morrowind was for its time a good looking game, especially for its grand scale world
Oblivion built up on that. Not that ground breaking but definitely a game that got a good upgrade from its predecessor.

I know it sounds weird, but Morrowind was a huge eye candy on release, and as this guy said, Oblivion was not ugliest game on the planet on release..
Yet, truth to be told there still has to be made Bethesda game that aged nicely(vanilla of course, they all look beautiful with mods, except maybe Oblivion, nothing can help that shit)
