Overall San Andreas was the better game but Vice City had a better atmosphere.
SA > VC > 5 > VCS = 3 > 4 > LCS
Now this is a good debate OP. So much love and time spent on both. But got to give it to GTA:SA. Soundtracks are equally awesome. Stories good enough (for GTA game..) But San Andreas had so much more, was more ground breaking, had more to do. Bit of a no-brainer, but for me Vice City is my 2nd favorite.

VC and SA were just amazing games, but SA had so much more to offer. When it was being released I was iffy as fuck about playing a black guy, but then I learned how fucking fun and amusing it was.

VC was better but only because I couldn't understand the dialogue in SA. They should have subtitled it in English for old white people.
