If ANYONE owes money to modders, it's fucking bethesda and valve. 99% of PC sales were generated due to the modding community, that a five year old game is still one of the modt played on steam is entirely due to the modding community, too.
Mods add extra life, more fun and absolutely needed fixes to the game. All things that generate more sales for bethesda and valve than they would have otherwise. And they make this extra money due to the free work of modders.

I think some of the modders should share the blame though.
I don't blame them for wanting money for their work. I can understand that for most of them its something they love to do, and to be paid for that would be great.
They were willing however to take a 25% cut of the profit. I know there are other factors determining the amount of money they would get, but all around they were getting fucking SHAFTED in that deal, and willing to let a community fall apart for basically pennies. They could all choose to stand firm and try and negotiate a better deal with Bethesda and Valve, but nope.
Now all of a sudden Modders NEED that money when they were doing fine before. Bills suddenly appear out of nowhere, families seemingly need this mod money to eat, their pet will die because they have no money to go to the vet. Modders who never seemed to mention the need for money are suddenly frothing at the mouth that people dont want to spend money on their mod.
They got greedy, jumped on the first chance of money with proper discussion, and heavily ruined their reputations as a result.
This will have a lasting impact on modders everywhere I feel. A lot less are probably willing to work together now that many have shown their greed.

There are tons of factors to consider. I don't think the IP holders shouldn't get some of the profit, but the modders in question have already bought the base game, then work hard to add more content. They still are crafting 3d models, working hard to add effects the original devs never bothered to do, do things the devs were too lazy to do, and even adding new adventures and questlines long after DLC was over for Skyrim to keep it fresh. I'd argue that without mods, Skyrim probably would not have sold, and continue to sell as many copies as they did.
