Not really, the engine is just custom so it takes modders a long time to reverse engineer how all the models are stored. The DLC costumes are actually very easy to tamper with but most of the modders are too cheap to just buy a single DLC pack and instead waste time fooling around with slightly broken cracked version.

The only problem is the modders are focusing on the cracked version. I'm looking at those nude ones now, the only reason it doesn't work on the legit steam version is because the person packed the file in a way that fucks over uncracked copies likely due to not knowing how the DLC packs are actually structured on steam.

They all work with the standard version right now. The modders are just insisting on trying to add new costume slots via the crack and not labeling their files correctly to prevent it working on the steam version.
You can easily instead substitute the existing DLC which would work on both cracked and non-cracked copies but they are refusing to do that. The game basically has built in mod support on the condition you buy 1 dlc pack but they aren't using it.

I believe it's just a 360 mod with new textures, the file names are hex code instead of being named like the PC files.
3ds max will be killed by autodesk soon anyway. They should really be working on one for blender or maya instead.
