For instance Dark Souls was a terrible port but it had everything the console version had plus free DLC and it's the only version that doesn't have framedrops if you have a good enough PC. Here's how I picture the Team Ninja PC team: few guys in a small room with little knowledge or resources to port anything properly, paid way too little to care about the end product. Chain smoking and gloomy, shaking their heads while editing the lines of code. One guy leaves, never to return. No one notices.
The game doesn't have achievements, no Steam Cloud support. Hell, it doesn't even support controller vibration. All the effects are PS3-based and if your Steam ID has non-standard characters then the game won't save your data. The "Last Round" edition was advertised having two new stages and both are missing, obviously. Online modes will be patched in indeterminate future. Get this - the official FAQ says that if you're getting any visual problems you should set your desktop resolution to match the game resolution. Did I travel back in time to 1995? Am I expected to edit MemMaker again? Maybe change the Soundblaster IRQ? Nah, there's no surround sound here, only stereo is supported. Maybe it is 1995 after all...
Team Ninja says this port is based on the arcade version of the game like it would explain all the problems somehow. It's a disaster on par with Deadly Premonition or Devil May Cry 3 on PC. I could excuse the former for being kinda niche and the latter for getting released in 2005, way before Capcom learned that PC gaming is an actual thing. None of these excuses work for DOA5 though, this is a major title in 2015, the same year when Steam hit 125 million users and even MGSV is getting a stellar PC port. How is it possible that Ikaruga got a perfect version with achievements and Steam leaderboards while a huge company like Tecmo can't spare a dime to put one of their flagship titles on PC properly? And they will probably use the bad reviews as proof that they should not bother with PC audience. Because hey, bad sales of Ninja Gaiden Z mean there's no reason to port Ninja Gaiden Black to PC, right?

I have been comparing the two and literally the only difference I have noticed is the breast physics. Sucks that they aren't in but I think I can manage without them, at least this will get mod support and judging by what they have done already with modded consoles what I have seen already is more than worth the $35 price tag.
The shitty thing is I was cucked out of the honoka swimsuits in console as well as PC apparently, and I got a physical release copy for DOA5LR.

And using arcade version is only natural because it's absolutely the easiest way to port anything to pc.
I know why the release is this bad. It's because the Japanese guys at BN didn't have a "gaming" PC good enough that could run the PS4 version ported, so in order to be able to test the game they had to just port the arcade ver.

No the soft engine makes the breasts move more "realistically" it definitely is noticeable even though it seems the PC version has some sort of individual breast motions. But they are much better in the PS4, honestly nothing to write home about unless you want to masturbate to this game. If you like it for the fighting, the only shitty thing is no online for 3 months.
Sucks because this game bombed hard, but it is easy to see why. I think most people are being bitches about no soft engine and no particle effects because that honestly isn't that big of an issue, it is the no online for 3 god damn months is the real issue.

Consoles still run on their own systems and would require at least some effort to port.
Arcades nowdays are literally prebuilt pcs. You can open them up and if the game isn't encrypted you can just run it on your normal windows pc.A good example would be a hilarious blazblue leak from arcades a couple years ago. Anyone could just download and play arcade version on a PC.
This is what they did, they just added a graphical settings interface and a few tweaks to control.
