It's pretty fun in Skyrim with the werewolf perk tree.
After I got the ability to feed on almost any living animal I had a ball running around the countryside.
I ended up attacking bandit camps from one side of the map to the other and ate so many people I was stuck in werewolf form for like three in game days.

Wereboar from the pre-Morrowind Elder scrolls was kinda neat. Also you can become were anything in Nethack. If cmd is not your preference they even invented some neat skins that add a new flavor to the game.

A game about being hunted would be fun period. Like, whoever is tracking you across the open world is a constant being that doesn't teleport or automatically know where you and uses tracking to actually track you down by looking for evidence, your car, "asking"npc's who have seen you recently, finding your safehouse and waiting outside for you to return or emerge from it etc.

The best part about Moonlight tales is the involuntary transforming 100% of the time on Full Moon nights and the 5% on other nights, where you can't change back until morning. Really makes it feel like more of a curse, but also more bestial as you roam the countryside passing time by killing those you find.
The most memorable part for me was when I realized something.
