For starters, there's EVE, which is the EVE of MMOs. Then there's Perpetuum, which is the EVE of mech games, and ArcheAge which is the EVE of KMMO/WoW clones. There are also many non-MMO games which contain various characteristics associated with EVE.

But to answer your questions; Perpetuum is basically an EVE clone with mechs. Pic related. Other than the similar interface, it's sandboxy, it has passive skill training, most everything on the market is manufactured by players, there's "high sec" and "low sec", etc..
As for ArcheAge; like I said, it's a KMMO / WoW clone, but it has a lot of features reminiscent of EVE, such as an in-game item that can be used to pay your subscription much like PLEX, you can aggress anyone in most areas of the game, uproot people's crops to ruin their day, and so on. It's rather sandboxy and freeform. Granted, it's still a KMMO, so mechanically it's not very much like EVE.

This is the first MMO I've seen in a long time with potential to be good.

It isn't "twitch" based combat, and either way, yes, tab targeted combat offers more in a MMO.
You simply can't do much with "action" combat, it's extremely limited mechanics wise, you can't make it more complex either since it would become impossible to keep track of stuff.
"Action" combat is fine for small scale stuff but certainly not for a MMO.

The fact that EVE is an MMO aside, while it is my favorite MMO of all time, EVE wasn't the first sandbox MMO. CCP themselves have stated the influence of Ultima Online, which popularized virtually all aspects of sandbox MMOs (open PvP, players having influence on the world, etc.). It's just that EVE is the best at it. Also, there are a ton of sandbox MMOs out there other than EO and UO, so I don't know what will make this stand out.
