If you've seen strongman competition before they all have belly because training for strength is different than training for apparence. When there are like seven or so attributes putting it into two isn't really gimping.
You'd need a set amount of muscle mass (STR) to be capable of highly dextrous feats, and a set degree of kinesthetic ability (DEX) to properly utilize your high strength.
Of course, you'd also need some level of Intelligence to know what to do with it.

In the end, you're adding more speed to a lower amount of damage. If you split it equally and we assumed there were similar gains in doing so, you'd have just as much outward damage compared to just maxing out one. Dex just happens to also give some bonuses to go along with it.
