The only time the pacing was an issue was Trost part two. Everything between re-taking HQ and Eren's trial was a huge drag.
Eren was fine until he became a macguffin in the Kidnap arc. He was interesting and grew quite a bit during the Female Titan arc. He learned a lot, and it bothers me when people say Eren doesn't change or grow. In the latest chapter of the manga he literally says "the last time I've been in this situation I fucked up, but now I'm going to do something different".
