It didn't really look that bad at all. I remember it looking pretty good, to be honest. I don't think it was amazing; it had poor distant LOD, terrible faces, shadows, and a garbage UI, and everything had this weird plastic sheen on it. But it still had a much more detailed world than most other games out there, especially in the RPG genre. Like Morrowind before it, it had obnoxious system requirements for maximum settings, so not many got to see the best it had to offer on day one.
Then Crysis came out a year and a half later and aged it into... well... Oblivion.
The biggest problem was that it had bullshots that looked top-notch, and the final game was a significant step down, especially in lighting, and sported the same awkward animations Bethesda's known for. It looked better for its time than Skyrim did, but a little worse for its time than Morrowind did.

Yeah, no. Even calling Morrowind's graphics "decent" would have been a hell of an understatement. Even its harshest critics conceded that it was a beautiful game and called it the best-looking PC RPG when it came out. Mostly for its environments; it still had shit animations and the rather ugly third person view was clearly nothing more than an afterthought.
