His skill cap isn't really that high. It's just that he NEEDS to land his crash bomb, and the average player that tries to pick up megaman doesn't even use it.
Megaman's real problem is the overabundance of reflect moves. Making sure you don't end up killing yourself against such characters is where the mad high skill cap comes in.

I'm skeptical that he'll remain there. Dispite his buffs he has the same problems he always had. His range is as short as ever, his recovery is janky, his projectile game is unsafe against a lot of characters due to starting/ending lag, and his kill moves are pretty predictable (though effective).
Given how most Ness players seem to follow a flowchart I imagine people will get more used to fighting and countering Ness than a lot of other characters, too. That's more of a metagame thing, though.

Even as people get more experience with him, I doubt he'll move up to high tiers (unless stance cancelling attacks really takes off). His moves have lots of starting frames and his kill moves have really narrow hitboxes with massive ending lag. I've had the most luck gimping recoveries with Jump stance for kills, to be honest.

Megaman will rise in tier, at least in NA scene. I tried him out and he has a really strong moveset. He's a much safer projectile user compared to duck hunt or villager. Reflect move rarely is the main reason to deters using a character with projectile, especially the one with good non-projectile moveset like megaman.
