If the entirety of every notable Mario game was avoiding/defeating the four-man enemy team that is Bowser, Goomba, and two Koopa Troopas, it would be similar. Pac-Man is much more closely linked thematically to his enemies, because there are only four of them and they're always presentchasing you, than Mario is to goombas and koopas.

If Star Fox was overrepresented with three reps, then I find it hard to believe that Earthbound deserved two. It has three total games, the creator is done with the series, the last one was years ago, only one of the games was ever localized, and it's ultimately a cult series with a substantial amount of its popularity coming from Ness's inclusion in Smash Bros.
I wanted Lucas back to, but it's understandable that they'd consider it not important. He wouldn't have even been as easy to make as the three other clones because 90% of his A moves were unique. That being said, the one move that makes no sense to me is his fire hydrant, just because it's too obscure to be considered a cameo. Fire hydrants were a common obstacle in Pacland and they had very minor significance in Pacman 2 The New Adventures. It seems more like an inside joke than an actual cameo.
The Mappy up B and the boss galaga grab make sense to me. The jelly and yellow galaxian thing are definitely the most obscure. Ultimately I like how Pacman plays because it's unique to the rest of the cast. He has as much variety as Game & Watch except it's all procedural and nothing's random.

Lucina was going to be a Marth costume, but they decided to alter her slightly or something ended up happening, and Sakurai's policy was that if they would end up even a little different, they get their own space on the roster.
Why Lucina over Chrom, though, well, it should be obvious why they'd select Lucina as a Marth costume/clone over Chrom, and by the time they decided to make Lucina, Chrom was probably already a part of Robin's final smash

None of those are like Ice Climbers. Duck Hunt Duo aren't separate from each other. Luma's AI is far less complex since it uses the exact same inputs as Rosalina. Olimar has less Pikmin and they're sprites instead of models, so yes they did get affected by the 3DS.
