as for dealing with those ledge stalling scrubs, just bait them into attacking you and when they miss, grab them and start a combo
depending on who youre using and who they're using, you can throw them off the ledge and try to gimp them (ex. throw lil mac off stage as sonic and use up+b spring to gurantee a ko)

if both of you are offstage, theres no ledge game, you can both grab it at the same time and get back on stage or one person grabs it and the other gets on stage
if youre mid stage and the person is trying to come back, their safest option is to go down and go for a sweetspot to the ledge, only a few characters can counter that with a projectile that aims downwards (pacman, sonic)
