I don't know about the best, but it's definitely up there.
In terms of gameplay it could improve, story and setting are fantastic though. Nothing out there like them.

It probably won't be a super emotional thrill ride because I don't think the developers are gonna put in anything inspired by their life events in the game. It might just be a fun RPG with some cool graphics and music, and that's all I'll need. That's all EB and M3 were to me anyways.

While the series has some of the most unique charming aesthetics/atmosphere. It's biggest issue is it's gameplay.
Many people consider it to the be the best game for many reasons, but the gameplay certainly isn't one of them. If you take away every pleasing aspect of the games (art, animation, dialogue, sfx) you are left with an extremely barebones RPG. That doesn't mean it's awful by any means, but it certainly shows how far you can take simple gameplay and make it look pretty.
I think it's great, but I can see why some wouldn't like it as much.
