It's pretty bare, which is expected of a base Sims game at this point, but they scaled back some stuff from Sims 3. "No pools" is only a small part of the story. There's no pools because there's no terraforming. You have a little square of land you can build a two-story house on and that's that.
The town is barren. It has no places of employment, no hospital, etc. All there is is a strip of four business along the bottom (museum, nightclub, gym, library) and a park across the street. Both towns are basically the same.
And you can't even travel freely through this tiny, hyper-efficient town. Absolutely anywhere you want to go, you have to go through a loading screen. Even in the little box of four lots you can scroll around at a time, if you click on your neighbors house and select "Visit residence," it will just go through a loading screen.
And everywhere you go, you just teleport. So long, immersion. You come and go in a big poof cloud. When you go to work you literally just poof out of existence for a few hours.
And those constant loading screens? You better keep your fingers crossed and your asshole clenched that the game doesn't crash during one, because it likes to do that.
Plus, if you have more than one person in your household, you can still only control one section of the map at a time. So you send one Sim to the park and now you're just controlling that Sim until he/she goes home. Meanwhile, time passes with your Sim(s) at home outside of your control.
The moods can also get annoying. No one needs to hear sad music play that sounds like someone died every time a Sim has to use to the bathroom or gets tired.

I use to make batshit insane families in early 2000's. One of them was called the Bastards. There were 6 slobbish men, sailor moon, and a bastard child offspring that didn't know who was the real father. So I had it Sailor Moon was killed in a fire and her ghost haunted house. Everyone in this thread really likes to parrot what everyone who hasn't played the game says.
It is a pretty decent game, as decent as a Sims game can be. I have been playing it the best two days and I can say, that a lot of the complaints are not as big as you think.
The loading screens between areas are like 10 maybe 15 seconds, not like The Sims 2 where loading screens were fucking minutes long.
It also runs so much better than The Sims 3, it is worth it by itself. Yes, the 10 second loading screens between areas may off-put some from leaving their house, but other than that, it's perfectly fine.
Pools aren't that big of a deal, the only complaint that I have is the 50/50 crashing on loading screens (which I assume only affects the pirated version) and maybe the lack of careers. They left out some of the BASIC shit like Politician, Medical and Business careers.
The game isn't without improvements. There is actually a really fun dating mini-game, where when you ask someone out on a date they give you a couple of goals to accomplish, you get a rank, and then a special item. A lot of people are just spergs who smash Romantic interactions for a day and get married that night though, and wouldn't even find out about this because they're too busy bitching about pools.

I bought it, and only had one crash. And that crash was while I was trying out console commands while my sim was trying to fuck a chick.
The loading screens are kind of dumb at times, especially when you get one going from your house to your neighbor's already loaded house, but that will probably be patched out. Even then, it allows people to actually get to your house and from it quickly. That shit never happened in the sims 3.

There are some medical treatments (mostly untested) that can render sperm sterile temporarily (or it suppresses the hormones so you dont ejaculate it or something), but again you'd have to take those before, not after.

10/10. That sums up a good chunk of PC master race here; however, the Gundam model is pretty cool, and the models itself are fun to build.
My problem with TS4 is that there is barely any content in the game compared to all the other games in the series when they were launched and it doesn't take a genius to know that this was intentionally done by EA so people would buy DLC

I like building houses. The other stuff can be cool, but as you point out it's sort of lacking. After two generations, you're richer than god. Which is really unfortunate. Even with tax mods, then you worry about the rest of the town. You don't pay for most of the stuff you should be paying for - cabs, insurance, gas, utilities, etc.

Nigga I loved the frats in uni, it just seemed to be shit if you wanted too many credits a semester. You couldn't enjoy the frat parties or crazy shit the town had to offer if all of the time was spent studying, sleeping, and attending classes! Playing as a macho frat guy (who eventually got his shit together after uni and joined the military) was one of my best playthroughs.
