Alright, hold on.
So we got video footage, and there's no denying that footage is legit. So Shulk and Bowser Jr confirmed, sure, sure.
But why are we exactly believing the full roster? He's like an opponent of JC; he doesn't have a single fact to back that up. Coupled with Yoshi's weird as fuck placement and the trivial way the leaker went about with DLC, I feel like this is part of a ruse. Besides, wasn't there confirmation that Dr. Mario was just a photoshop job done on an existing Mario model?

Maybe the ESRB got multiple videos and this was just one of themPlaying devils advocate here because I want ridley in the game but I do think its weird for them to not show the ESRB a creepy space dragon that could scare children.
Hopefully it's not all of them but honestly I don't know why the ESRB would have a picture of PART of the roster, kinda defeats the purpose of rating the game if only some things are unlocked. The holes on the sides could just be a stylistic thing because the roster number doesn't create a nice shape, not to mention all the third party reps make a nice bottom row.
The only thing that argues against a fully unlocked roster is the clones being all scattered which is definitely weird but it could just be sloppy placement, Sakurai isn't perfect.
Lucas is gone and no K Rool, Dixie or Ridley in sight. My hopes are low

Sakurai is full ocd when it comes to his menus. I highly doubt that character placement is intentional.
Because the image dump matches the CSS. The lower part of the CSS matches and Wario's trophy is the same pose. The videos also have matching portraits from the CSS. On top of that, it matches the Vaanrose leak. The placements can be solved if there are more characters to be unlocked.
The better question is "why exactly is anyone not believing the full roster" because there isn't exactly a good reason to think any image evidence of this leak is fake.

the character select screen matches. So far everything in this image dump is consistent with pic of the day images, so it's hard to believe the leaker faked a single part of it. Dark Pit is there, you can see Dr Mario in the corner on the same spot next to WFT, and there's a shot of a Wario trophy that matches up with his pose on the character select screen. That only leaves Duck Hunt Dog (which the Vaanrose leak said is in) and some veterans (which Ness, ROB, G+W) which the Vaanrose leak also didn't mention are cut. The full roster images we've seen are legit.

In these leaked images:
1. The Wario trophy is in the exact same pose as the Wario in the roster picture.
2. On the Dark Pit selection picture, right up in the corner above Sonic is Mario, and the picture background for that Mario is also red. Just like the Dr. Mario in the roster leak.
Also, the strange placements can make sense if all the characters haven't been unlocked yet.
Personally, I feel the placements being "strange" is a more reliable assumption to make then "the ESRB are definitely the ones that looked at it, and it definitely had all the characters unlocked"

Well you don't have to show them everything, if they did the videos would be hours long. All they need is a general idea of the content in the game and a look at the most mature stuff which is why they have all the close up shots of tits and ass in the trophies. For instance there's no need for them to see Lucas with Ness on the roster since they are pretty much the same.

As long as the characters they are holding back aren't anything that could impact the rating (for example: Snake) it doesn't really matter. They only view the most objectionable content in a game to determine the rating (look at the trophies that were leaked, they all focus on either plot and backstory, or religious references). Also, the ESRB doesn't have the power to ban games, at worst they get pissy at Nintendo and re-rate the game to T.

The strange character placement was actually one of the things that made me doubt that the roster is not fake. I mean, if I wanted to make a fake roster, I'd put the characters like they've always been and wouldn't change them up to make people call it fake. Placing Lucina, Dr Mario and Dark Pit next to each other is even something I can see Sakurai do, since they are literal clones with the same moveset and that play almost the same as their originals (unlike someone like Ganondorf, who is a Falcon clone, yet plays completely differently). He might emphasize that they are costume clones and are simply bonus characters, because he knows that there are stupid people who think that there are limited slots.

Since I find the first more likely, they probably gave the kid an image of the incomplete roster. Can we be 100% sure of this? No. However the locked all star mode is proof that the esrb did not have a video with the entire roster unlocked tfor the entire thing.

There are still a lot of other things that don't seem right. For instance, in the video where they show Shulk's victory screen, Lucina doesn't move. Like, at all. There is also the fact that the Miis in Multiman Brawl don't have emblems on their back (as seen in the last batch of official screens), "Supersized" being spelled wrong and the trophies being generally off.

In Brawl, Yoshi, Donkey Kong, and Wario were all considered their own franchises. But Yoshi still appears in mainline games. He appears with the rest of the recurring cast of "individual" Super Mario characters (so no Goombas, Toads, Koopa Troopas, etc.). I guess that's also why Wario is haphazardly placed at the end (because he's still a character derived from the Mario series, and has appeared in around 3 mainline games, if Super Mario Land 3 and Super Mario 64 DS are counted). It's also why Donkey Kong is right beneath Mario.

we have no idea how old this footage is. It's not public-released, it's a leak of an incomplete game still in development. None of these things make it seem "fake" necessarily, so much as an unfinished beta. -Replace G&W with Ness. Take the three clones, and push them to the bottom row, leaving the bottom row with one more space.
