Now heres a great little fucking racer. Customisation out the ass plus the tracks had lots of change so you had to equip your car with various parts to tackle them: with water you can just power through it or use floatation devices plus a propeller to skim across the top and with high drops you can equip a glider or just fall and belt it along the ground.

Story is weirder than that. Bungie had this in development for quite a while. Heard that the hang-up was that they couldn't get multiplayer hand-to-hand combat working well.
They were working on Halo at around the same time. Microsoft was looking for a launch title for the Xbox and decided to buy Bungie just to get Halo for $40 million, not even pocket lint for Microsoft.
Microsoft didn't care about anything else than Halo and sold the rest of Bungie's IP to Take Two Interactive (aka Rockstar). About a year later, the finally released it, after stripping the multi-player out.

I enjoyed Nightmare of Druaga for PS2, but I think critics universally panned it for being so unforgiving. For instance, if you turn off the game without saving, the moment you reload your file, a goddess appears and starts to lecture you about when and where you're supposed to save, and how straying from this process is basically an insult to the gods or some shit. Do it enough times and I think she starts to strip you of all your items.
Some other games off the top of my head are the Pokemon Mystery Dungeon series on GBA and DS, Shiren the Wanderer and Torneko, which is based on Dragon Quest.

Most mystery dungeon games are a lot more bland than Azure Dreams.
As for computer roguelikes, the only ones I would really recommend are the original Rogue, maybe Brogue, and I don't know what Desktop Dungeons is like these days, but it was fun back when I played it when it was just a free indie game.
It's hard to find roguelikes that are fast enough and don't go overboard with the complexity or time investment. Nethack is just stupid with how heavily based it is on secret crap you're expected to look up on the wiki and a lot of other Roguelikes are just trying way too hard to be super complex "epic" D&D simulations.

The dungeons aren't actually random in this game, though. It's mostly just the item drops and enemies.

Not as far as roguelikes go, from what I've seen. Most (all?) roguelikes are heavily based on exploring and combat. P&P game systems are generally designed for a more complex human-moderated game experience than that, so the roguelikes that try to go really complex with the P&P style system just end up being way too pointlessly complicated for their own good, feel really slow, and just get kind of boring.
Some roguelikes only take the bare minimum needed for combat from P&P systems and that tends to work out well enough, but then they can hardly be said to be using a D&D system at that point.
