In the late 80's- early 90's I believe (I'm not a weeb, I lived there for a few years so if I'm off by a few years, i'm off, whatever.) they made game rentals basically illegal, because the stores can make massive profits on whoring out a property they don't even own.

So, if you were like most kids in that time period, you got enough money to buy maybe ONE game per 3-4 months, maybe more if you were lucky. So, Japanese people would keep their games in immaculate condition so they could sell it back for money and hopefully buy another within a few weeks.

In America, however, you could rent games, so there was less of a demand to keep games in good condition, or to even own a bunch of them at all; you could ask Mom if you could stop by Blockbuster, Hollywood Video, etc, on the way home, and if she took mercy on you, you could rent Donkey Kong Country for the 14th time.
