Get a PSP. Hack it, read whatever VNs are ported to it (Yume Miru Kusuri, FSN, Saya no Uta, Tsukihime and others) it's all entry-level shit, but odds are you probably haven't even read books. None of those are explicitly my favorite, but read them to catch yourself up on what you've been missing out on.
On that note, you can convert text documents into readable books for PSP. I recommend the Brothers Karamasov and Count of Monte Cristo to start.
You can also convert videos to it. It'll beat the shit out of your battery a few episodes in, but whatever.
Get some JRPGs as well. Nice and time consuming, and 95% of the time you're fighting demons, so if you're ever busted, you can just do that.

But OP, here's some advice for your shit.
Android phone would be a perfect solution since fucking everyone has phones. The phone i have didnt cost me much and it can run NES roms very smoothly.
As other anons have suggested, a PC would work well as well. Use an old XP theme + a shitty PC case like pic related, and you're fucking golden for vidya. Obviously hiding it is a problem too.
You mentioned hiding wads and roms on a cloud, but even better is to make an emulation stick.
Get a flash drive, you can get 32 gb ones decently cheap now, and load it with shit.
Pick up Retroarch, it's a fantastic emulator that will handle everything you can throw at it. And better yet, it's incredibly lightweight and portable, all able to run off the flash drive.
If you really need to hide folders on your computer or your emulation flash drive, there's plenty of ways. It's a christian college, they can't be too tech savvy. Hidden folders should keep them at bay.
Portable consoles work too, PSP would probably be best for you since it has the bonus of it's emulation scene.
Just find a good way to hide your shit, like the PSP and flash drive. False bottoms work well and are easy enough to make.
