Assuming its a straight port, without any draw distance improvement, better lighting and shadows like Rising, assuming is exactly the same game, PC having the option of ENB and AA 16x already makes it better.

If it's available on PC, it doesn't count because anyone with a non-toaster PC has access to them. I also don't count sports games. That said, what you have are -
TLoU - a port of a year old game that doesn't add anything of value. It would be easier to call it a GOTY edition (since it includes DLC) than a remaster. A shameless play for money.
