No. Rapiers are made with the same amount of steel as a longsword. It's just extended into a longer, thinner blade. For that reason, they're not as well balanced, and there's no reasonable way to grip it with a second hand. So you need a fair bit of arm and shoulder strength to wield it properly.
You're thinking of fencing foils, which are light as fuck and have very little resemblance to a real dueling rapier.

Longswords and rapiers have generally similar weights.
It takes as much if not more strength to wield a rapier compared to a longsword not because its unbalanced, but because of how the rapier is wielded. The user's arm is extended far more and their body on a whole is more spread out. It's a lot easier to hold the same piece of metal closer to your body and swing it around than it is to have it an arm's reach away and swing it around.
