The biggest problem with the Starfox games after 64 is that they straight-up lack direction.
There isn't really any point to them. Nothing really happens IN them. It's just "Hey, here are these characters just kind of doing things". There's no sense of plot in them.

Panther is a lot less volatile than Krystal is, and unless the whole Star Wolf team stays intact after 64 (which I wouldn't mind, but I find it even less likely than retconning Adventures+Assault), it would need a new member or two, which Panther at least has an interesting aesthetic (not as much as the original cast, but not horrible).

A lot of characters are still being discovered, and tier lists get shuffled around almost weekly. Two months ago, not a soul was playing Diddy, and suddenly he's topping left and right. There have been people who have played the game for a dozen hours or so like D1 and it takes only a fraction of that time to get a general feel for the engine, the hitstun, and what those will allow in the future. The problem isn't hitstun, the problem is that most attacks knock you too far away to even do anything beyond chaining tilts together with hitstun. What's the point of hitstun if an attack launches your opponent halfway across the stage at low percents and they recover before you can even get to them?

Who's we? Slippy would end up being a Snake clone if anything. He would use the weapons he built from starfox assault replacing snakes weapons. Slippy as a Snake clone actually makes sense considering him as the mechanic of the team and his conversation with Snake in Brawl when they gave each other advice. Snake even wanted a weapon designed by Slippy.
Even if Slippy wasn't a clone he would still use those the inventions he made and not end up as a clone by any means.

Similar in your case, Krystal makes a comment in Brawl about handling the battle, also Wolf was involved in some of Fox's conversations before he was unlocked. This can be said about Fox, but nobody at the time knew Wolf was playable until Japan got Brawl and released all the info.

Well Krystal was full of shit saying she's the only one capable on the team of being able to fight. Krystal also wasn't the only one in that conversation. She just got in the last word in during the conversation. If the order was switched around and Slippy was the one to say he's the only one left to fight then would that mean he's the most capable? Probably not, but the only thing that matters is what Sakurai could do to make them capable of fighting. Any one of the star fox characters could end up as clones the same way Sakurai could make them unique.
As far as Wolf's situation he was originally going to be in Melee and was able to add him in the next game. Even if Krystal was the most wanted before Brawl it didn't matter what her fans want Wolf had a much bigger priority.
