It looks as though Luigi is a bit cheesed off. In fact, he looks downright peeved. I find this humorous as you would not expect him to act in this manner. From this we can infer that he has bad intentions or is perhaps harboring a desire to inflict harm upon other racers.

I really, really, really like this image.
It was funny because Mario Kart is a goofy, lighthearted game, and the characters glare at each other like they're going to kill. Then it got overplayed, like everything else. Fox news running a bit on it was funny in and of itself.
The music is dumb. Luigi shooting a menacing glare when most characters act more cheerful is a little humorous.
