Item quality is based on proximity to first, so you basically have the first place item pool if you're right behind.

Mario Kart 8 really isn't that great, even by Mario Kart standards.
It's certainly not bad. But the single player content is about as bare bones as you could possibly make it.
- No Runners mode which was in the last three games
- Battle Mode is blatantly half assed
- One set of very easy staff ghosts
- Mirror Mode is the only notable thing to do besides the main cups and it's exactly what it's always been, literally just 150cc mirrored
The online is good, but not outstanding for the genre, the item balance and track design are more polished than other Mario Karts recently so it's core mechanics are good too.
What happened to stuff like Mario Kart DS? It introduced classic tracks AND had Battle and Runners AND had an entire Mission Mode with unique bosses. I'd also argue the driving mechanics were better in MKDS, though 8s track design is better.

It is very frustrating every now and then when you are #1 for the duration of the whole race but then as you are about to finish your final lap you get bombarded in front of the finish line and then end up being in the 5th or 6th place. Gotta keep in mind the game shouldn't really be considered a racing game as much as a party game. Still, doesn't make it any less frustrating.
