Actually, the Wii U devs seem to be taking advantage of the hardware more than Xbox One / PS4 devs do.
They make smaller rooms / shorter draw distances so that the game can run at 1080p / 60 FPS.

Honestly, I'd much rather watch 15 FPS than 30 FPS. 15 just looks plain choppy but I can bare to look at it for some reason. But when I look at 30 it just sort of makes me squint. It just looks terrible.
Also, art direction comes in to play as well. Just because the Xbox One and PS4 have technically fulfilled the minimum standard requirement to be "stronger than the Wii U" so that it would be an advertising point for Sony and Microsoft does not mean that their games will inherently look better.
So far, overall I'd say the Wii U has better looking games than the Xbox One and PS4, AND better games in general. I mean, the Wii U is not that exciting to me at the moment, but at least it's going to get Smash. That's one more game than the Xbox One and PS4 have combined.

Wii U's problem is that they threw out their existing fans with Wii to grab casuals. Casuals didn't want to move on to a new system, so it left Nintendo with no one.
They are trying to move back to the more hardcore audience but it's not going to be easy. They have a reputation now as a casual company and one that doesn't appeal to mature gamers.
So they have to fight the fact that people think Wii U is just an expansion for Wii, people who think Nintendo is just games for children, and people who think Nintendo is only for casuals.
Nintendo has a huge marketing mess on their hands and they are in an awkward position where they are trying to evolve their products into different market segments. So the market they used to rely on doesn't care anymore and the market that they target still thinks the product is for the old customers.

Resistive has no reason to exist in this day and age. Capacitive is just as responsive and precise, and it can uses a stylus as well, and other things too, there's many phones that can use pencils or other shit to operate the screen such as the Note 2 or the Xperia Z1. On top of that resistive can't use glass or hard surfaces, only multiple layers of plastic, which makes the overall quality of the display even muddier and shittier, not to mention, easy as fuck to scratch.
