I'd say Thief Gold and Thief 2 are pretty much tied They don't necessarily have the best stealth mechanics, but I like each game as a whole more than games with better/more complex stealth mechanics because of the music and atmosphere and so on. Splinter Cell Chaos Theory is also a popular choice, but I found its level design sort of restricting, where in Thief most levels are like a mini open world you're totally free to move around in. Any of those would be good to start out with.

MGS is fine because it doesn't have an upgrade or inventory system like DE: HR. If you go down the stealth path in HR you are going have serious issues in boss fights as you will probably just have a pistol. In MGS you can have a sniper, rocket launcher and assault rifle on hand at any time.

Unlike Conviction, pure non-lethal stealth is possible in Blacklist.
BUT.
The game heavily caters towards a very violent playstyle. The game is practically designed around the "Panther" and "Assault" styles, with "Ghost" being an afterthought.
It even tosses in mandatory combat sequences a few times, which are complete bullshit if you're kitted out for a non-lethal style. One sequence (people who've played it know which one I'm talking about) even removes all your fucking gadgets except for your pistol.

Jesus fucking Christ who the fuck playtested this shit? It was quite literally impossible to complete because as soon as you jumped in through the window after shimmying along the train car, the turrurrusts immediately start opening fire on you.
And because it's perfectionist, you die real fucking fast. You can't hit any enemies from the outside either. So it's completely based on luck if you manage to get into cover without getting killed.

It's extremely easy to do, programming wise. It sounds frustrating as hell, though, who would want that in their video game? It's not like you have total control of your character like real life.
Fucking hell, the stealth levels in the Spiderman (movie) game always pissed me off.
You could be hidden all throughout the fucking level, and once you're spotted, BAM fucking alarm and shit goes crazy.
And on the last stealth level (I believe there were three), if you were spotted, your ass was grass cause fucking robots then fuck your spider ass with overpowered weapons.
Once the guards screamed "SOUND THE ALARM" my heart would race and I'd go after the fuckers trying to activate the alarm.
It was a pretty cool game.

I like the idea of a base having a physical room that houses the security camera monitor feeds. Destroying a camera would result in static or a blank screen on the corresponding monitor. If nobody is in the room at the time or a low rank guard is watching the cameras or sleeping or whatever, it may go unnoticed. If a guard notices a camera is down, they could dispatch a technician, or a technician with a security guard escort on bases with higher security.
I liked in MGS2 how the guards had radios that they used to call in alerts, and if their radio was damaged, they couldn't call it in.

Well it will depend on the situation. If a guard actually saw you there will be permanent alert (no permanent alert sound but the guards will call more guards and will actively search for you, theyll check dark corners and the like). if he just heard some footsteps he will be more cautious and may even contact his colleagues.

Like if a guard around the corner hears you doing suspicious shit, there's an audible cue of some sort, like hearing them chamber a round into their weapon or draw their sword. Something small but noticeable. Rather than the good old "WHAT WAS THAT!!"
