The costume does represent him, it's his outfit in the game. The mask is just a small nod to another character, sort of like how all of Snake's alts are MGS3 camo despite the fact that Big Boss is another character.

Remember, Lucina's entire character is based off of being a faux-Marth. The character is known AS "Masked Marth". Mask aside, according to that storyline, those clothes were worn by him. It all originates from him, so doing that as a costume would make sense.

This will be the final character roster. Dixie Kong, Lucas, Mewtwo and Isaac will be the 4 DLC characters.
Mii Fighters will be selected in a different way as they will be tied in with the customization feature, which will be synced with the custom name you use for your character. There's no way to implement them into the roster without it looking bad for online character selection, and they can't make concept art for each person's mii (and they will NOT use the default miis for this, proof is with them not selling default mii amiibos to the market).
I determined the order based on the Wii U and 3DS demo rosters as well as taking notes from Brawl's roster. Ridley may not be the final newcomer (they could bump one of the single rep guys to the top row next to Zamus), but the only ones that make sense going up there are Captain Falcon or Little Mac, neither of which I see moving up there. Plus 3 Metroid reps looks better visually, above 3 Kirby reps. So that's my dumb reasoning for it.
