Actually, that isn't even that unusual now that I'm looking at the achievement frequencies.
Here's the frequencies of "all missions completed on X difficulty or higher":

And there are odd things in the 0.6% rarity range, like "Destroy 5000 structures" and "Destroy 20,000 structures" both being the same rarity.

maybe it's because Overwatch (along with Battleborn) is a shitty TF2 clone that the majority of normal people get bored with after 10 minutes to a few hours who then go and play something worth their time. It's really not that hard to understand

I'd rather blast my way through the entire game on the hardest difficulty than get that one, it requires you to get the "Yee-Haw" mission bonus on the second hardest difficulty; and even on moderate difficulty it's still super hard to get.

That's not surprising, fightan has a very steep learning curve, a lot of people either never go online or give up after getting trashed once or twice. That's why fighters have such a low attach rate and anything that isn't Street Fighter dies within a month.

When people buy games in a bundle, they usually don't care about every game in that bundle. So they might try them all but they really only give a shit about whatever the best game in the bundle was. And that's totally okay when the total cost of the bundle is less than the regular price of that one game, which is true of almost every Humble Bundle that has ever existed.

This is the reason I have almost 400 games on Steam. If there's a game I want, and the cheapest way to get it is to wait until it's in a bundle with half a dozen other games I don't want, that's what I'm going to do.

Oh, so you're talking about service by developers.
None, if you don't count Meet Your Match, Mann vs. Machine, Invasion, Pyromania and Gun Mettle.
Player base wise, there are still thousands of players who play TF2 every day. I don't understand your argument that it's "dead" in any sense except that it has slightly less players than it had when Uber Update came out.

Steam achievment manager is a thing.

A lot of people have impossible to get achievments because of it.
Serious sam HD is a perfect example of that, like 10% of Second encounter HD playerbase seems to have cheated all the dead multiplayer cheevos and hard singleplayer cheevos.
