I'd say it will never be revealed and it's being written intentionally like that with plausibility for all the candidates (plus possibility of it being somebody else), so that people are left wondering.
After reading some chapters I am getting the feeling it could be Megumi due to the constant jabs and it also looks like the author gives here most attention from the three friends. But that might be just my perception. The previous theory is more likely I think.

I've never understood the claim of it being Megumi, other than try-hards doing mental gymnastic to shoehorn their favourite girl. All three girls have had and are going to have equal amount of teases with Nadeshiko. Nobody had the slightest bit of edge over the other two. And this is intentional as you already guessed. Any imaginative advantage is the result of confirmation bias.
Setting those teases aside, if we simply go by what we know of the mysterious gf's and the 3 girls' personalities, Megumi is the least likely candidate among the three. I won't say it's impossible for it to be her, however.

Chapter 40 focused on Ai, and a few months ago we had Miho. It is nonsense to claim Megumi has more focus when the truth is that she simply got her focus chapter first out of the three. If the manga content stayed exactly the same, just with chapter order mixed up, people are going to conclude Ai or Miho is the focus.
As for Megumi's personality being the least matching with the mysterious girlfriend, I would have thought it is obvious. The gf is someone who could initiate teasing, whereas Megumi is someone Nadeshiko bullies. Sure someone is gonna argue that it's possible Megumi keeps her true playful character hidden in order to hide the relationship + Namori creating a surprising character, however:
1) We had seen Megumi alone once >>2050684. And she is being teased and flustered just like how she normally would be in the presence of the other 3. This signifies her guillible nature is genuine.
2) Speaking of surprises, Ai would be equally surprising if she turns out to be that teasing girlfriend, since she's normally sweet.
In other words, if you argue the girlfriend would be someone obvious in personality, Miho is the most logical. If you argue it'd be too boring and the girlfriend has gotta be someone who acts less obvious, Ai fits the bill better since her private personality is still shrouded in much mystery. Of course, it could be somebody else altogether.
Once again, I'm not saying it can't be Megumi. I simply find arguments for her case (both in-series evidence and in meta) to be the weakest of all.
I have the feeling that the fact that Megumi's getting teased and making fun of makes her more likely to be seen as a main character by the author (and thus possibly the Nadeshiko's other half), as opposed to the other two girls who don't get these "negative aspects of living". Ai and Miho look more one-dimensional for that reason. Note that I only got to chapter 23 or so, so the gut feeling is based just on that.

Hmm, to clarify that hunch, basically I have a feeling that from the author's POV, if she first came up with a couple and then added two friend characters to pad up the cast, Miho and Ai are more likely to be created as those secondary personalities for friend characters, while Megumi is more likely to be created first to form the couple. IMHO, of course, it is just one way of looking at it.

Didn't get there yet, but I would say that when it is single dedicated chapters, it could be just compensations to balance the order of things. So from that point of view, the chosen one might be one with perhaps less focused attention, but more persistent? But again, that is just one thing to consider of many.

Anyhow I don't think it's fair to say their public personalities must be how they act in private because of how Nadeshiko changes when she's on the phone.

In both manga we see that she cares deeply for those around her and is more than capable of taking care of and doing sweet things for them, even if she is a spoiled brat most of the time
