They're not really comparable as they're trying to do completely different things. GRRM's fantasy is basically gritty historical fantasy, whereas Tolkein's is closer to a chivalric romance. They occupy completely different genres. Some people would even hesitate to call Tolkein's books 'novels' at all, because they're so heavily based on a type of prose narrative that completely pre-dates the novel and has completely different conventions
