Because aside from the airport sequence, Civil War took itself too seriously. Which worked great for Winter Soldier, which was more about terrorists, black ops and spys, but Civil War was a movie ABOUT superheroes that still had the WS tone.

He loved X-Men Apocalypse and that movie was 100% taking all it's shittyness seriously. Sure you had the actors chewing the scenery, but the movie was suppose to still be serious (from Magneto's family dying to him killing billions of people across earth).
