My idea:
Gareth made a movie which was full on war with not much emotional interaction between the main characters.
This is what I hated about his Godzilla. It felt far too cold. One of my favorite scenes from Godzilla is the guy lookinf after that Asian kid and wanting to help him find his parents. Why? Because movies need that emotion.
I am taken to believe there was no emotion between the characters in Gareth's cut of Rogue One. I am not talking about Romance subplots but that it was a simple "this is your mission so go out and kill and retrieve" movie.
I may be wrong but this is probably what happened and Disney just wanted more emotional character development.
There are rumors they cut down the violence so perhaps they reshot some of Vader's scenes etc as apparently Vader does fight.
