That's one of my favorite things about her character.
She loves her kids, but hates, ABSOLUTELY HATES how "soft" the US has made them in her eyes. To her they don't understand duty or hard work like Philip's factory job when he was a kid or Elizabeth having to care for her mother when she was sick. She spent her whole adult life in control of her emotions to get the job done only to have her daughter refuse to do babies-first-recon-mission because of "she can't control how she feels". A mission, mind you, they wouldn't even need Paige to do if she hadn't blabbed in the first place.
I love that she snapped at her there. One of the best scenes in the show.

She's such a complex character and this goes to the center of complexity. I see her as having come to love him with that being part of the arc of season one. But love makes her vulnerable, divides her loyalties, complicates decision-making. So she doesn't want or let herself be swept away in a romance; plus, she's older, pragmatic, managing responsibilities, etc. And she's not demonstrative in her affections. She clearly loves her children, but you don't hear her say "i love you' to them either.
But for me, when she said "come home" in season 1 or became jealous of Martha or broke down a little (for her) at the thought Philip would leave her or avoided hurting Martha to avoid hurting Philip, I think it was love. When she went to EST to try to understand him and worried that he wasn't eating/sleeping, that was love. And when they share intimate moments of caring for each other, I think that's a deep and mature kind of love that's not about quivering desire (though we saw some of that in earlier seasons) but about deep partnership and trust mixed with affection and regard for the well-being of the other person.
"A good marriage means different things to people from different backgrounds". I think for Elizabeth the expectation of a life filled with what we might call romantic love would seem frivolous and silly.

It really is a show revolving around the relation of the two main characters, like Hannibal is.
Most importantly, the writing feels like the writers plan out very clearly how every character is feeling, then let their stories and behaviours flow naturally from there. It's amazing that so much much that previously seemed like idle banter, or filler, actually leads to where the characters were heading all along.
The Americans flows smoothly. It's safe to invest in the characters because they're not gonna be cut up like a paper snowflake later on just to accomplish one nifty scene.
