It doesn't matter. If he did say that to Olenna then that's D&D's fuck up and they'll retcon it later. The Reach had around 70k men at full strength, which is basically where it's still at, and the Lannisters were said in season one to have about 60k Max strength. And then the Lannisters fought a war and lost over half their force.
