The Blair Witch Project.
Berberian Sound Studio is a good one, it's hard to classify it as horror exactly but the whole film is so tense and oppressive that it really starts to unnerve you a lot.

I dropped it after 40 minutes. Funnily enough, until the 35th minute mark I was thinking about praising the movie for its dedication in establishing the setting. Then the next 5 minutes completely snuffed out my enjoyment as I realised I knew the movie's going to play out.
