Michael had a lot more challenges to deal with given the times with the mobs losing power through the 80s and 90s (rising cartel). Vito just got lucky that he didn't lose as many children while he was alive as Michael did. Vito was the better "man of the people" guy and could negotiate and retain relationships a lot better. Michael mainly held his power through fear and swift, cunning action; the consequences of this approach show in the series. Credit must be given to Michael though as he at least doubled/tripled the family's wealth through getting into corporations.
