I believe it's too late now. Halo is slowly fading away even if new games are coming.
There was never a proper project, the one from Neil would have featured an human soldier, not Master Chief because they were too scared about showing protagonist without a face.
They should've released a movie after Halo 3, but it was too ambitious and too risky.

still plenty of time for a movie even if the game series has gone to shit. many people still talk about halo as one of the greatest series ever, and it was pretty fantastic from halo 1 to halo 3.
