The problem is really more in that the prescreening team selects complete shitholes with worthless owners, then there is probably a producer that picks some wiggle to develop into a storyline and Ramsay has to hype it up like crazy because murrican reality TV can't have a show without disasters and drama.
Most of them fail afterwards anyways. A lot of that is because most restaurants fail in general.

restaurants fail for three massive reasons, none of which is food quality.
1. Employee theft. It's so fucking hard to get decent chefs, waiters, and even fucking dishwashers who won't find some way to fuck the restaurant over. Yoinking from the till isn't even the major problem, it's being a shitty employee on purpose, slow downs, 'breaks' that last longer than they should, and so on. It costs tons of cash to hire a competent manager and then tons more to hire, re-hire, and re-re-hire descent employees. Even a good employee in a restaurant will sour over time and do what the laziest employee does, because they get paid the same. Finally, chefs would rather be waiters due to them tips, and finding a good chef is near impossible and super expensive.
2. Location of the store, the piss poor parking situation which is just a holdover from the 1970s suburban planning. Parking is god awful in the US and most of the western world. You need to shell out tons of dosh for a great location with passable parking (you will NEVER get good parking) and if you don't you'll basically be fucked even if you get lucky with your employees not screwing you over too often.
3. TIPS. Tips are HORRID. Most tippers tip less than or at 10%. Big city? Tons of non tippers at all because they know you won't remember them in a week or two. Dine and dashers are also more common when the idiot customers realize they'll have to pay an extra 5 bucks for a tip. In NY they have 'gratuity included' prices and no tipping. It solves the chef problem where most chef's have to pay huge student loans to toxic culinary schools and thus prefer waiting for them tips, and it stops cheapskates and dine-and-dashers in big cities. Plus, more people are willing to sit down and eat a good meal instead of fast food. Half the appeal of fast food is no fucking tipping.
Then after this, it's city ordinances and health inspection, and THEN the food quality.

An episode was filmed in my home town, and I ate at the restaurant he went to. The food wasn't just bad, it was so bad that it was worse than McDonald's shit. It was honestly worse than school cafeteria food. You don't know because you're just looking at it most of the time.
