This might just be me, but I thought it was a little less about him thinking he specifically is the worst king in history, and more about thinking he's not worthy of the crown.
I think he was all too aware that half the city's nobility and pious were just murdered by his own mother, in an act the likes of which Westeros never saw since the day of dragons.
The god's house destroyed, his wife killed, King's Landing forever scarred, countless lives destroyed, the church brought to its knees. All because of his mother.He also I think had put together the pieces about what else she wanted to accomplish by getting rid of the only people with the power to prove her incest.
In his shoes, in a culture deeply invested in heritage and bloodlines as something significant and character defining, wouldn't you too think, that a Lannister such as himself, would never be worthy of the throne?
And he can't do anything about it, short of ordering his own mother's incarceration and execution, and that won't fix a damn thing either.

The show has much larger fanbase than the people who originally started watching it. Most of the newer fans do not really care about things like careful lot progression, pacing, dialogue, consequences, etc. Not to say these people are all thick, but the show is presenting itself more and more as straight up action. If someone started watching in S5 he or she probably didn't know there were whole arcs of people just manuvering through politics like Tyrion in S2. Just accept what it is now or stop watching it like me.
