Well comparing to rome 1, the gameplay is arguably worse. Just look at TW warhammer. It looks like total fucking garbage. And playing rome 2, I can tell that it's the exact same thing with different skins and rebranded. Maybe slight tweaks but that's just polishing a turd.
Not even the high fantasy setting can save the gameplay.

the battles have more variety of units. The base campaigns in rome 2 are far more fleshed out than they were in rome 1, you have more diplomatic options and trade options, the battles have more soldiers and the like.
Rome and medieval were good because of their mods. Vanilla to vanilla, rome 2 is better.
Warhammer's battles could use some slowing down but play completely different from any other total war.

rome 1 and medieval are famous for being clunky. Units being locked when their animations played out was something based on medieval. Charges for infantry were bugged in the first two 3d games and the like. The games are as good as they are because of their moddability for the most part.

Warhammer just made the charges more visual and people thought that weight was back in the game. Hell, attila and rome 2 removed the spaghetti line meta from multiplayer because pikes would get run down by heavy cavalry
