S2 was not "bad", it just wasn't near as good as S1.
And it did have some really bad parts, like some of Franks lines, Farrell's irritating forced accent, Mexicans somehow knowing right where to find Frank at the end when that wasnt his car and he'd been in hiding for days and the show gave no indication anyone was following him or tipped off the Mexicans, Woodrughs whole character... It had issues.
Still a decent cop show though and I really liked Vaughn's performance despite some silly lines.

It had issues was in reference to the show in general and I listed a bunch of them right there.
If you want to know what I specifically didn't like about Woodrugh though he was just a plot device. They tell us this stuff about him being in Afghanistan and apparently doing something shady but then it goes no where. In the end his only purpose was to be a closeted homo so he could get blackmailed and advance the plot. His character never grew or changed and he's one of the main characters.

Neither one had an interesting reveal because Pizzeria has the bad habit of substituting a satisfying conclusion to the mystery with "hey, remember that one guy who had 5 seconds of screentime in the third episode? Yep, it was him!"
The first season was good because he aped the writings of better authors, had a consistent directorial vision thanks to Cary Fukunaga's talent, and the amazing chemistry between McConaughey and Harrelson, who are both great actors and longtime friends.
Without those elements, all the second season had was Nick's hack writing.
