To play devil's advocate, both trilogies had a chosen one plot. The prequels were about Anakin being trained as the chosen one and falling to the dark side, and the OT concluded with him fulfilling that duty by killing the emperor. Now that Anakin is gone and Luke isn't the chosen one, they need something larger and more mythical than character development and relationships to drive the plot, which as always been the series' formula.
