Depends on the contract obviously. Normally it's specified in the contract if you can have guests, pets, someone else living there, etc.

Property managers and landlords are able to monitor the use of utilites (water is the best indicator) to gauge how many people are living in a unit.
There's also neighbors too that will snitch on you (rightfully) if they hear or see suspicious people coming to and from your apartment.
Most leases have it written in that visitors cannot stay more than x amount of days. This allows people to have overnight guests like girlfriends and such, but doesn't allow to you to let your best friend live on your couch indefinitely.
