Joffrey doesn't run the kingdom though. The Small Council does. His problem is he never makes a good effort to work with his council and he never applies himself to learning how to properly rule. That's what makes him a bad king. During season two, his uncle, Tyrion Lannister, is the one who make the preparations necessary to defend the city. His Grandfather, Tywin Lannister, is the one fighting Robb Stark's campaign AND he returns to save King's Landing from Stannis. Joffrey just does unnecessary things in public all season 2 to butcher his name and doesn't focus on what's important. A good King would spend time with his council and learn to be apart of everything.
