Dark Ages - Medieval - Renaissance did feature very significant change, most tellingly in agriculture, construction, naval advancement and forging, but the changes were usually slow to implement due to limited travel, communication and transport.

For example, compare Harold Godwinson's armour to that of Henry VIII.

Point is that the dark ages are the only time in history which featured true stagnation/regression, and even that is a leery claim.

In the book, basically the earth is seconds away from annihilation by nuclear war and someone hits a switch that for whatever reason changes nuclear shit into magical shit. The most powerful explosion at the time they hit it turns into the most powerful demon or whatever, and so on.

I've seen this theory plenty of times, and it just doesn't make sense in GoT. They're an entirely different planet/galaxy/universe what have you (I'd guess planet cause it does seem like Gurm is implying they're very similar, but maybe just an alternate dimension earth). The doom of Valyria can't even be compared to what we can do now, if history is to be believed (don't get me started on that Maester shit) they sunk an entire fucking landmass in a super short time in a horrible catastrophe.

Though I would presume a massive problem like that would drive development to respond to it. You could argue that the constant fear of the onset of an unpredictable winter would drive down specialization because everyone is in a constant state of either winter survival mode or preparing for winter, but the evidence of massive wealth and specialized classes are abundant.

There's a pretty simple answer to this.

Westeros suffers from catastrophic winters at irregular intervals, but roughly let's say every four years. These winters kill off a considerable chunk of the population - the only people who can be fairly assured of survival are the lords, i.e. those that stand directly to lose from upheaval in the political system, hence the survival of feudalism.

As for technological advancement, the winters create a massive food problem - hence the vast majority of Westerosi resources are being poured into the production and storage of food (something that seems actually to be pretty sophisticated), and all this to produce an economy that, it appears, is only operating slightly above subsistence.

Evidently then, this is not an environment in which technological development will thrive, the winters making Westeros quite literally 'frozen in time'
