How is storyboarding different from comic books?

According to Fellini there is no difference.
Storyboarding only needs to have enough detail to explain the scene properly - that can be with the picture OP used or with stick figures, it doesn't matter.
Comics are finished works that aim to try and look decent.

Storyboards for live action films only exist really to give an example of how scenes will be shot to help with the filming process, they don't have to be well done or anything like a comic panel or page
Storyboards are just shorthand - comics are a full vision.
Currently storyboarding five short PSA's to shoot Sunday - some of them are just scribbles. Rarely does the storyboard closely resemble the finished film. Example...

Yes, but the framing worked better with two because smoke shoots out of the guy's ears and it showed up better without anyone sitting behind.
One of the films we're shooting on Sunday has 12 extras in it. So there.
Who are some directors who reject storyboards? I know Refn doesn't like them.
