I disagree about it being empty or filler. It may be overrated, but Pine Barrens does plenty to characterize Chris and Paulie, and to a lesser extent, Tony and Jackie Jr. And it presents some parallels between Tony and J Jr's behavior, raising another example of Tony's hypocrisy and adding dimension to his "double life."
I can see why "plebs" like it for the humor, but regardless of that, it's still excellent TV. But it's fair to say it's not an especially great Sopranos episode aside from the humor.
