She was ordered not to make her suffer. Instead, rather than killing her instantly or cutting her throat like she could have she slashed her in the stomach, stabbed her twice, held the knife in there and slowly twisted the blade while taking off her disguise and looking Arya in the eyes so she would know it was her. She was deliberately making her suffer.
