X-men films have always had the problem that Magneto and Professor X are the most interesting characters, which makes everything else look like filler.
In the new film I liked Fassbender and McAvoy for the characters and Quicksilver for the action stuff which was fun. I don't give a shit about anyone else, so of course the movie is going to seem bloated.
